The Influence of Digital Infrastructure on Inclusive Low-carbon Development

基于资源编排理论和资源基础理论,立足空间视角,探讨数字基础设施建设赋能包容性低碳发展的内在机理和空间效应.以"宽带中国"战略作为准自然实验的研究结果表明,"宽带中国"战略能够在规模和效率上促进包容性低碳发展,并且具有明显的空间效应,即对邻近地区表现为政策红利的扩散效应,对相似地区则表现为虹吸效应;进一步对政策红利的扩散效应进行分解,发现空间红利溢出具有叠加效应,即在试点城市之间的溢出效应大于对非试点城市,激发了"1+1>2"的倍增效应,实现政策试点强强联合."宽带中国"战略可以通过数字普惠金融、绿色技术创新及创业活跃度来促进包容性低碳发展;在科教资源较好、市场一体化程度较高、行政等级较高和人口集聚越明显的城市中,"宽带中国"战略对包容性低碳发展的促进作用更大.

In the context of global climate change,the crude economic development mode can no longer be a-dapted to the sustainable development of China's economy,and the exploration of a new model of inclusive low-carbon development that realizes the responsibility of carbon emission reduction and fair development opportunities is a chal-lenge that developing countries need to tackle urgently. As a new engine for high-quality economic development,digital infrastructure is the transmission link and digital factor carrier for the development of the digital economy,and the pilot policy of"Broadband China",which focuses on vigorously developing digital infrastructure construction,provides an opportunity for realizing inclusive low-carbon development.Based on the resource orchestration theory and the resource base theory,this paper explores the internal mechanism and spatial effect of the"Broadband China"strategy in enabling inclusive low-carbon development from the perspective of inclusive low-carbon development. The results show that the"Broadband China"strategy can promote inclusive low-carbon development in terms of both scale and efficiency;and it has obvious spatial effects,with a policy dividend diffusion effect on neighboring re-gions.But for similar areas,it shows a siphon effect.Further decomposition of the diffusion effect of the dividends of the"Broadband China"strategy reveals that the spatial dividend spillover has a superposition effect,that is,the spillover effect between pilot cities is greater than that on non-pilot cities,causing a multiplier effect of 1+1>2.Fur-ther analysis shows that the"Broadband China"strategy can alleviate financing constraints,enhance green technolog-ical innovation,and increase entrepreneurial activities.It promotes inclusive low-carbon urban development by allevi-ating financing constraints,enhancing green innovation,and stimulating entrepreneurial activities.Additionally,in cities with abundant scientific and educational resources,high market integration,and high administrative hierar-chies,the"Broadband China"strategy has a greater role in promoting inclusive low-carbon development. This paper provides valuable decision-making references and typical cases for exploring digitally-enabled inclu-sive low-carbon development and gives relevant research insights.First,urban digital infrastructure should be strengthened to realize the new power of inclusive low-carbon development in an all-round way.Second,governments should give full play to the spatial effect of digital infrastructure to promote inclusive low-carbon development.Third,governments should give full play to digital inclusive finance and green technology innovation to stimulate urban entre-preneurial activities and explore new paths for inclusive low-carbon development according to local conditions.
