Structural Characteristics of High-speed Rail Network and Coordinated Development of Regional Economy

交通系统是地区间要素流通的物质基础与空间载体,是落实区域协调发展战略的重要支撑.基于2014-2019年城市间高铁列车运营数据和社会经济数据,在对高铁双网络结构特征进行分析的基础上,采用二次指派程序(QAP)实证分析高铁网络对区域经济协调发展的影响.研究期内,三个城市群的基础设施网络连接性明显提升,成渝城市群网络结构相对松散;高铁服务强度逐年提升,逐渐形成了以省会城市为中心的放射式网络格局;长三角城市群中城市中心度与客流组织系数普遍较高,城市间差异相对较小,而长江中游城市群和成渝城市群的城市中心度与客流组织系数呈现出两极分化特点,省会城市高于其他城市;高铁网络连接性的提升整体有利于缩小区域经济发展差距,而服务强度改善对于经济协调发展的影响存在区域差异性;客流集聚能力差异是影响城市间经济发展差距的重要因素,中心度差异的作用强度逐年递减.建议优化高铁网络布局,实施差别化服务改善策略,提升区域自我发展能力.

Regional coordinated development strategy is the main driving force for promoting high-quality eco-nomic development and building domestic circulation,and an inherent requirement for achieving common prosperi-ty.Perfect transportation infrastructure is an indispensable material condition for implementing the coordinated de-velopment strategy of the regional economy.High-speed rail greatly compresses the time and space distance and promotes the circulation of talents,information,and capital,and thus plays an important role in promoting the inte-gration and redistribution of internal and external resources.Based on the 2014-2019 inter-city high-speed rail train operation data and socio-economic data,this paper analyzes the structural characteristics of the dual high-speed rail network and adopts the quadratic assignment procedure(QAP)to empirically analyze the impact of the high-speed rail network on the coordinated development of the regional economy.The results show that with the promotion of high-speed rail network construction,the high-speed rail network connectivity of the Yangtze River Delta urban agglomeration and the Yangtze River middle reaches urban agglomeration has significantly improved,while the network structure of the Chengdu-Chongqing urban agglomeration is relatively loose.The service intensity of high-speed rail has increased,and a radial network pattern with provincial capitals as the center has gradually formed.From the perspective of node attributes,in the Yangtze River Delta urban agglomeration,the city centrality and passenger flow organization coefficient are generally high.In the Yangtze River middle reaches urban agglomer-ation and Chengdu-Chongqing urban agglomeration,the city centrality and passenger flow organization coefficient are polarized,and the provincial capital city is significantly higher than other cities.Additionally,the improvement of high-speed rail network connectivity narrows the regional economic development gap.The improvement of high-speed rail operation services enhances the coordination of economic development in the Yangtze River Delta urban agglomeration but reduces that of the other two urban agglomerations.The difference in passenger flow agglomera-tion ability is the primary factor affecting the economic development gap,and the effect of centrality difference de-creases year by year.Therefore,the following suggestions are put forward.First,we can further optimize the layout of the high-speed rail network,speed up the construction of the high-speed rail network in central and western re-gions,and guard against the"siphon effect".Second,considering the actual needs of regional development,we can implement differentiated operational service improvement strategies.Third,efforts should be made to enhance regional self-development capabilities,accelerate the complementarity and integration of regional economic develop-ment,and form a good division of labor and cooperation system.
