农村土地调整的实现逻辑及影响因素
Implementation logic and influencing factors of rural land reallocation:a field investigation based on the D village group
摘要
Abstract
From the public pond resource management perspective,this study explores the internal logic and influencing factors of land reallocation with theoretical analysis and a case study of a village group under the institutional analysis and development framework.It finds that land reallocation has a complex causal logic,and it is hardly possible for a single factor to determine its re-alization;rather,it is the result of the interaction of multiple factors.External variables,such as the natural conditions,socio-eco-nomic conditions,and general institutional rules of the village affect the transaction costs of land reallocation,thereby influencing its choice.During the land reallocation process,the fewer participants there are,the easier it is to achieve unity in decision-mak-ing and practice.Moreover,the traditional practice of exchanging land provides informal institutional basis for land reallocation,promoting its implementation.Therefore,it is necessary to focus on the causes and processes of land reallocation.In the face of conflicts between people and land within the village,it is vital to fully comprehend the practical needs and rationality of land reallo-cation.The study results demonstrate the causes and processes of land reallocation and provide empirical evidence of land reallo-cation from the pilot areas,which offers a reference for comprehending the issue of rural land reallocation and the successful imple-mentation of the second-round rural land contract extension.关键词
