公平与效率目标下农地二轮延包的实施路径研究
Research on the implementation path of the second-round farmland contract extension under the goal of fairness and efficiency
摘要
Abstract
The second-round farmland contract in rural areas is about to expire one after another.The most important thing is to make the implementation plan of extending contract and realize the Pareto optimal arrangement of agricultural land system.Based on fairness and efficiency,this paper sorts out the fairness and efficiency problems faced by the second-round extented contract,analyzes the theoretical logic of realizing fairness and efficiency respectively,and puts forward the implementation path of unifying fairness and efficiency.The conclusions are as follows:Firstly,the fairness of opportunity should be guaranteed by ensuring the equal acquisition of land contract management rights and some areas can solve equity problem by land adjustment or interest ad-justment of"big stability and small adjustment".Secondly,the efficiency problem can be solved by land transfer,land exchange and seizing the opportunity of high-standard farmland construction to crack the land fragmentation pattern.Thirdly,it is more im-portant to establish the two mechanisms,namely"contracted land withdrawal and recovery mechanism"and"uncontracted land management mechanism"to achieve the unity of fairness and efficiency.关键词
