欧盟数据治理政策法规体系研究

摘要
Abstract
As the pioneer and benchmark in data protection,the European Union(EU)has promulgated and implemented many policies and regulations in data governance,forming a relatively complete system of data governance policies and regulations.We study the data governance policies and regulations of the EU to promote the establishment of a sound data governance system in China.Firstly,we encode the data governance policies and regulations of the EU.Then,we analyze the EU data governance subject from three levels:legislation level,supervision level,and implementation level.Finally,the object of EU data governance is analyzed from five perspectives:personal data governance,public data governance,artificial intelligence data governance,enterprise data governance,and network data governance.Through the analysis,it is found that the EU has formed a relatively complete data governance policy and regulation system with progressive and coordinated cooperation.From the macro level,it makes an overall plan to lead the development of data governance.From the medium level,it supports and guarantees the implementation of policies.From the micro level,it gives detailed guidance to the specific practice of data governance.Therefore,China can learn from the data governance strategy of the EU to build and perfect our data governance system.关键词
