Central Work Mechanism:The Party-Government System and Its Operation in Cross-Border Governance

Abstract
How to promote cross-border governance in adjacent areas is an important topic in China's national governance.The"adjacent party building"has established a centralized cross-border coop-eration network in Jinshan District of Shanghai and Pinghu City of Zhejiang,where the Jinshan Dis-trict Committee and the Pinghu City Committee negotiate phase-specific cross-border governance center work items through joint meetings,and then implement them separately,promoting the res-olution of cross-border issues and cooperation on key matters,demonstrating the operation of the center work mechanism.Specifically,the party committees in the two areas integrate relevant func-tional departments and their resources through centralized management,working groups,and party committee responsibilities,coordinating with political mobilization,pressure mobilization,and propaganda mobilization mechanisms,which has breaked through the shortcomings of bureaucratic systems,and achieved effective governance of cross-border issues.关键词
