再造公共服务单元:党建引领城市基层公共服务供给的政治逻辑
Recreation of Public Service Units:The Political Logic of Party Building Guiding the Supply of Grassroots Public Service

Abstract
The population aggregation caused by urban development has increased the supply ten-sion of grassroots public services.This supply tension is manifested in the gap between service de-mand and service resources,as well as the contradiction between service demand and service sys-tem.The grassroots governments could adjust the pressure of public service by adjusting adminis-trative levels and administrative units,but facing institutional constraints.Based on a case study of S Town in Shanghai,it is found that the grassroots governments established a two-tier party com-mittee and functional service platform between the town and community,thus created a public serv-ice unit outside the original administrative division framework.In addition to the practice of S Town,there are also other ways to recreate public service units,one is to establish regional party committees and functional service platforms,and another is to establish party branches and func-tional service stations,which have responded to the socialization of political party,and have a-chieved"effective party presence"in the supply of public service in mega-cities.The recreation of public service units actually establish a new service supply channels in addition to the basic public service system,and the core feature is party building guidance,with the coordination of administra-tion,market,society,and technology.关键词
