我国资源综合利用标准体系供给结构分析
Analysis of Supply Structure of Standards System for Comprehensive Utilization of Resources in China

Abstract
Comprehensive utilization of resources is a long-term strategic policy in China's national economic and social development,which is of great significance to the construction of a new development pattern and the development of ecological civilization.The standard for comprehensive utilization of resources is an important part of the comprehensive utilization of resources policies and an important supporting tool to implement comprehensive utilization of resources policies.The National Standardization Development Outline proposed the transformation of standards supply from government-led to equal emphasis on both government and market,which pointed out the main direction for the standardization reform of comprehensive utilization of resources in China.In order to better support the supply-side reform of Chinese standards for comprehensive utilization of resources in the future,this paper establishes a standards system for comprehensive utilization of resources in China according to the two dimensions of the standards levels(national standards,sector standards,local standards and association standards)and standards application objects(different kinds of wastes or resources).It presents the overview of the standards system for comprehensive utilization of resources through the mining and analysis of the meta-data of standards literatures.Besides,it analyzes the current status and existing problems of the standards system for comprehensive utilization of resources in China,and puts forward corresponding solutions in terms of supply structure and coordination mechanism.关键词
