Abstract
The establishment of standard-essential patent(SEP)policy rules profoundly affects the competition among countries in the fields of the Internet of Things,5G,and other industries.This paper systematically compiles and summarizes the characteristics and trends of the latest SEP policies of the U.S.,EU and U.K.,and provides new ideas for the government on how to achieve the balance of the patent system in the context of standardization through rational SEP policymaking.The EU has introduced a strong regulation mechanism for SEPs to promote unified and coordinated SEP governance rules,while the core goal of the SEP policy in the U.S.is to enhance its cutting-edge technological innovation capabilities and leadership in standards.The U.K.is striving to build a balanced SEP licensing ecosystem through its SEP policy.Although the strategic goals contained in the SEP policies in the U.S.,EU and U.K.are different,the overall trend is to enhance the transparency of SEPs and improve the efficiency of resolving FRAND disputes.关键词
