数据是新型生产要素,高质量的数据治理是培育和发展新质生产力的核心要义.数据的内部管理与外部服务,是数据治理"一个硬币的两面".城市作为数据治理的先行实践场景,集聚数据治理要素,遵循数据聚合、应用整合、业务闭合、安全规合的数据治理机制,驱动数据生态系统顺畅运行.基于城市治理资源开发、人口管理、政民互动、隐私保护等"万变"场景,催生共享开放式、集聚创新式、卓越服务式、稳固保障式的数据应用,灵活释放数据治理效能.为强化系统内数据"随需而治""随势而变"的交互性,秉持协同聚变、科学应变、主动求变、准确识变的"不变"应"万变"思路,助推形成数据治理的和合局面.

Data is a new factor of production,and high quality data governance is the core element in cultivating and developing new quality productive forces.The internal management and external service of data are two sides of the same coin.As the pioneering practice scenario of data govern-ance,cities gather data governance elements and follow the data governance mechanism of data ag-gregation,application integration,business closure and security regulation to promote the smooth operation of the data ecosystem.Based on the"ever-changing"scenarios of urban governance,such as resource development,population management,government-citizen interaction,privacy protec-tion,data applications of sharing and openness,agglomeration and innovation service excellence and solid security are generated to unleash the effectiveness of data governance.In order to strengthen the interactivity of data in the system of"governing with the needs"and"changing with the situa-tion",we adhere to the"unchanging"principle of collaboratively collecting changes,scientifically responding to changes,proactively seeking changes,and accurately detecting changes to cope with"all kinds of changes",so as to help to form a harmonious situation of data governance.
