Abstract
Water resources conservation and intensive utilization are essential measures to promote water saving throughout society,safeguard national water security,advance ecological civilization construction,and contribute to high-quality development.This paper systematically examines the background and development process of water resources conservation and intensive utilization,delves into the conceptual connotations of this concept,and proposes a theoretical framework for water resources conservation and intensive utilization,including foundational theories,basic principles,and research content.It focuses on analyzing the practical application of the theoretical framework in the construction of a water-saving society,the high-quality development of water resources,the harmonious coexistence of humans and nature,and the establishment of rigid constraints on water resources.The aim is to provide theoretical support and practical guidance for the modern utilization of water resources in our country.关键词
