合同节水管理发展现状及趋势分析
Development status and trend analysis of water-saving management contracts

Abstract
In 2023,nine departments including the Ministry of Water Resources,the National Development and Reform Commission,and the Ministry of Finance,jointly issued Several Measures on the Promotion of Water-Saving Management Contracts,which significantly promoted the adoption of these contracts.281 water-saving management contract projects were implemented in 2023,representing a year-on-year increase of 69.28％.This paper analyzes data from 2014 to 2023,focusing on the number of projects,investment amounts,distribution fields,and implementation modes.The results show a yearly increase in the number of projects,continuous expansion of implementation fields,ongoing innovation in contract models,and the growth of water-saving service enterprises.By reviewing the current development status and achievements of water-saving management contracts,this study analyzes future trends,providing important references for the government,water users,and water-saving service enterprises to jointly promote high-quality development in this area.关键词
