Case Study and Policy Inspiration of the CAS Proof of Concept Center

[目的/意义]概念验证是科技成果向商品转化的"最初一公里".了解我国概念验证中心的建设现状,对于规范概念验证工作的开展、完善科技成果转化的创新链具有深刻意义.[方法/过程]本研究采用案例分析法,通过访谈与实地调研,总结了中科概念验证中心的运行机制与发展经验,并就我国概念验证中心的建设提出了经验启示与建议参考.[结果/结论]研究发现,中科概念验证中心采取了"主任负责制+合伙人制"双轮驱动的运营机制、线下线上联动的技术经理合伙人服务模式、全链条的项目管理模式,其成功的关键特征在于构建了价值共创的创新生态系统、健全了"信任+制度"的双元协作机制、创新了"引导—反哺"的循环商业模式.

[Purpose/Significance]Proof of concept represents the"first mile"in the journey from scientific and technological achievements to commercialization.Understanding the current construction status of China's Proof of Concept Centers is profoundly significant for standardizing the implementation of proof of concept activ-ities and improving the innovation chain of transformation of scientific and technological achievements.[Method/Process]This study adopts a case analysis method,incorporating interviews and on-site research to summarize the operational mechanism and developmental experience of the"CAS Proof of Concept Center",and puts forward empirical insights and suggestions for the construction of China's Proof of Concept Centers.[Result/Conclusion]The study reveals that the"CAS Center"has implemented a dual-driven operational mechanism of"Director Responsibility System+Partnership System",an offline and online linked technology manager partner service model,and a full-chain project management model.The center's success is attributed to three key factors:the es-tablishment of a value co-creation innovation ecosystem,the enhancement of a dual collaboration mechanism of"trust+institution",and the innovation of a"guidance-feedback"circular business model.These findings provide practical insights for the construction of Proof of Concept Centers in China.
