Transmission Management Scheme Based on Bilateral Transmission Fees and Principle of Consistency of Responsibilities and Rights

Abstract
Transmission management schemes,including transmission pricing,congestion management,transmission right trading,etc.,are important means to promote fair competition in the electricity market and ensure full recovery of transmission costs.In the new power system,the transmission management problem faces many challenges,including whether and how to allocate part of the transmission costs to the market players on the generation side to guide the investment location of renewable energy generation,and how to establish a transmission management scheme with the consistency of responsibilities and rights,so that the relevant rights obtained by transmission users are consistent with the transmission fees paid,so as to better guide the collaborative planning of power generation and transmission systems.Based on the main characteristics of transmission management in the United Kingdom,Europe,the United States and China,and considering the transmission service transactions of different time dimensions such as multiple years,years,months and days,this paper designs a transmission management package scheme based on the bilateral transmission fees and the distribution of transmission rights according to the principle of consistency of responsibilities and rights,including transmission pricing,transmission rights allocation and coordination with the electric energy market in the planning stage and operation stage.The 4-bus system and IEEE 30-bus system are used to verify that the proposed transmission management scheme based on bilateral transmission fees and the principle of the consistency of responsibilities and rights can effectively guide the location and investment of different users in the power grid and realize the optimal planning of the whole system.关键词
