工程建设领域农民工工资支付保障的组态分析
Configuration Analysis of Wage Payment Security for Migrant Workers in Engineering Construction Fields

Abstract
The protection of wage rights and interests concerns the vital interests of migrant workers and social justice, peace and stability, which is the focus of the government and academia.At present, migrant workers have become an indispensable part of the industrial army in our country, but the phenomenon of migrant workers' wage arrears occurs from time to time.The CPC Central Committee, The State Council, various ministries and commissions have issued relevant regulations and guidelines to improve the construction of the system, and the provinces have issued a number of targeted measures in light of local conditions.A series of measures have achieved remarkable results, and the situation of multiple and high incidence of unpaid wages has been effectively curtailed, but this problem has not been fundamentally solved, especially in the field of engineering construction, the task is still heavy.Therefore, this paper collects texts related to the wage policies of migrant workers in the field of engineering construction from 31 provincial governments.Based on the perspective of configuration, this paper uses the fuzzy set qualitative comparative analysis method to explore the linkage effect of migrant workers' wage payment policies and measures on local governments' improvement of migrant workers' wage rights and interests protection, analyzes the multiple mechanisms affecting migrant workers' wage rights and interests protection, and reveals the policy configuration of migrant workers' wage rights and interests protection, so as to better promote the protection of migrant workers' wage rights and interests.By analyzing cases under different configurations, multiple configurations of high and low rights protection levels are obtained, combined with the heterogeneity analysis of China's central, eastern and western regions.The conclusions and opinions of this paper are summarized.The conclusion is as follows: A single policy condition cannot constitute the necessary condition for the protection of migrant workers' wage rights and interests,and different policy combinations are needed to form a good mechanism for the protection of migrant workers' wage rights and interests.There are three types of policy configurations to improve the protection level of migrant workers' wage rights and interests, including supply-environment matching policy driven path, environment-oriented policy driven path and supply-demand-environment coupling policy driven path.Due to the different economic development levels and resource conditions in different regions, there are obvious differences in the driving path of the wage security level of migrant workers in eastern, central and western China, and the policy conditions based on the local situation are needed.Moreover, in the absence of the supply of policy tools, it is difficult to improve the protection level of migrant workers' wage rights and interests.关键词
