城市低碳转型提高了旅游生态效率吗?
Has the Transition to Low-carbon Cities Increased the Eco-efficiency of Tourism?

Abstract
Tourism is a typical environment dependent industry that is vulnerable to climate change.As a strong response to the climate and environmental crisis,the institutional design of low-carbon city pilot policies can help promote the ecologi-cal transformation of tourism development.Using the super-efficiency SBM model to measure the tourism eco-efficiency of 284 cities in China from 2005 to 2021,and based on the quasi-natural experiment of"pilot construction of low-carbon cit-ies",a multi-period double-difference model is constructed to investigate the impact of the pilot policy on tourism eco-effi-ciency and its internal mechanism.It is found that the tourism eco-efficiency level of all cities in China is generally low and highly volatile.The low-carbon city pilot policy significantly promotes the improvement of tourism eco-efficiency in the pi-lot cities,and this policy effect shows a trend of increasing and then decreasing over time.The mechanism test shows that the low-carbon city pilot policy plays a positive role in tourism eco-efficiency through the paths of increasing investment in technological innovation,inhibiting the agglomeration of tourism industry,driving the transformation of advanced industrial structure,and guiding the local government to actively formulate relevant policies.The positive effect of this policy on tourism eco-efficiency is obvious in regions with good location conditions,high administrative level,large city scale and rich tourism resource endowment,and there is significant regional heterogeneity.Accordingly,to promote the ecological transformation of tourism,we should improve the evaluation mechanism of pilot low-carbon cities,promote urban technolog-ical innovation and industrial structure upgrading,standardize the behavior of local governments and the environmental reg-ulation of tourism,and strengthen the interaction and cooperation among cities.关键词
