The Supervisor's Quality Responsibility System for Handling of Cases from the Perspective of Modernization of the rule of law:Connotation Interpretation and Normative Continuation

Abstract
Building a complete system of power supervision and restraint is an inherent requirement for the modernization of the Chinese style rule of law.As an important component of the power supervision system with Chinese characteristics,the degree of perfection of supervision is related to the process of modernization of the rule of law.With the gradual deepening of the reform of the national supervision system and the gradual improvement of various systems,the supervision legislative documents have been clearly proposed the establishment of a case-handling quality responsibility system for supervisors.This system is different from other accountability mechanisms,which is of great significance to supervising the inspector to handle cases in accordance with the law.The current legislation has vague regulations on the quality responsibility system of inspector handling cases,and and there is no clear demarcation between it and other responsibilities.There are some defi-ciencies in the accountability subject,reason,accountability procedure,and relief mechanism,which affects the operability of the system.It is necessary to establish a relatively independent quality responsibility system for case handling by inspec-tors through special normative documents,adhere to the principle of unity of power and responsibility and the standard of u-nity of subjectivity and objectivity,clarify the accountability subject and optimize the cause of accountability,standardize the accountability procedure,in order to ensure that supervisors perform their duties in accordance with the law and achieve anti-corruption under the rule of law while efficiently fighting corruption.关键词
