Development Status and Countermeasures of National Technology Innovation Center in Specific Field

Abstract
The National Technology Innovation Center in specific field is a scientific and technological innovation service organization that takes breakthrough in core technologies in key fields as the starting point,provides enterprises with all-round innovation services,strengthens the main position of enterprise innovation,and enhances the innovation ability and core competitiveness of China's key industries.This paper reviews the policy documents issued by the Ministry of Science and Technology on National Technology Innovation Center,investigates the construction progress of 22 National Technology Innovation Center in specific field that have been established,and finds that there are problems such as inaccurate functional positioning,imperfect decision-making mechanism,and unclear role division of labor.Accordingly,the paper puts forward some countermeasures and suggestions,such as clarifying the functional positioning,improving the decision-making mechanism,clarifying the role division,optimizing the incentive policy,and strengthening the financial support.关键词
