The Logic and Channel of Realizing the"Double Carbon"in the Context of High-Quality Development—From the Perspective of Developing New Quality Productivity

Abstract
New quality productivity itself is green productivity,and the development of new quality productivity provides new momentum for the realization of the"double carbon"goal in the context of high-quality development.New quality productivity is the productivity of applying new technology,shaping new factors and building new industries.Disruptive scientific and technological innovation to develop new quality productivity helps to build a scientific and technological support system for carbon peak and carbon neutrality,promotes technology integration and the transformation and application of technological achievements,and brings innovative driving force to achieve the"double carbon"goal in the context of high-quality development.Through the upgrading of traditional production factors and the integration and embedding of new means of production with other production factors,new factor momentum is injected into the goal of"double carbon"in the context of high-quality development.The deep transformation and upgrading of the industrial system provides solid industrial support for achieving the"dual carbon"goals in the context of high-quality development by developing strategic emerging industries,future industries,and the transformation of traditional industries.Therefore,seizing the significant opportunity of developing new quality productivity,we can promote the realization of the"dual carbon"goals in the context of high-quality development and accelerate the process of solving resource and environmental constraints through three channels:disruptive technological innovation to support the research and application of key core green and low-carbon technologies,optimized combination and leap of production factors to support the formation of the factor action path of the"dual carbon"goals in the context of high-quality development,and deep transformation of the industrial system to support the construction and improvement of a modern green and low-carbon industrial system.关键词
