Abstract
Objective To analyze the characteristics of drugs in short supply and provide suggestions for drug shortages.Methods The study constructed a classification method of drugs in short supply,combined with their five characteris-tics,namely,whether they are originally available on the market,medically necessary ones,irreplaceable,expensive and small in quantity,and whether they are dependent on raw materials.Economic theory was applied to investigate these drug shortages and targeted intervention strategies were proposed.Results For non-medically necessary drug shortag-es,market strategies and information strategies could be adopted based on government intervention theory.For medi-cally necessary and replaceable drug shortages,price control and information strategies could be adopted based on the theory of necessity.For medical necessary,irreplaceable but large-quantity drug shortages,government support and information strategies were applicable based on the theory of substitutes.For medical necessary,irreplaceable,high-price,small-quantity,and raw material independent drug shortages,medical insurance strategies were effective based on the theory of risk pooling;for raw material dependent ones,anti-monopoly,competition,and reserve strategies can be adopted based on monopoly theory,scarcity theory,and buffer theory.Conclusion Comprehensive use of various intervention strategies based on the drug shortages severity helps to improve the efficiency and refinement of government management of drug shortage.关键词
