加强水库安全管理的对策建议
Suggestions for strengthening reservoir safety management
摘要
Abstract
In order to meet new requirements of high quality development,comply with trend of new quality productivity forces development and ensure safe and stable operation of reservoir dams,main characteristics of reservoir dams in China are summarized.With analysis of new situation and tasks faced by reservoir safety management in China,it is proposed to take legal,technological,economic and measures in a comprehensive way,adhere to water governance concepts,focus on problems,bottom line thinking,prevention,systematic approaches and innovative development.Based on main issues with current reservoir safety management,relevant measures and suggestions are proposed,such as insisting on"safety first"policy,perfecting legislation system and standards,building an operational management matrix,consolidating accountability,strengthening management of reservoir storage capacity,highlighting safety monitoring,emphasizing emergency management,team work and capacity building,so as to provide experiences for safety management of reservoirs in the next step.关键词
