The Biden administration's critical mineral supply chain security policies and China's countermeasures

Abstract
In order to reshape the critical mineral supply chain,strengthen international advantages,and enhance supply chain independence,the Biden administration has deployed the critical mineral supply chain security policies focusing on such four dimensions as identifying a list of critical minerals,industrial investment,international alliances,and containment of China.At present,the policies face the challenges of continued underdevelopment of critical minerals,the"green dilemma"caused by mineral exploitation,the conflict between hegemonic interests and allies'interests,and the localization of the supply chain in violation of the trend of globalization.The policies have led the UK,Canada,and the European Union to decouple from China in the key mineral supply chain,raising the issue of the key mineral supply chain to the level of a geopolitical issue.It is difficult to cut deep critical mineral cooperation between China and the U.S.in a short period of time,and the Biden administration's clean energy policies provide direction for critical mineral supply chain cooperation between two countries.China should improve the top-level design,standardize the management of mineral resources,enhance the level of key technologies,and effectively utilize critical minerals,as well as carry out resource diplomacy,increase international mineral cooperation,strengthen the"double-cycle",and open up the space for cooperation between China and the United States at the same time.关键词
