Abstract
Considering the risk and unpredictability of emergencies faced by oil and gas pipelines during operation,a multi-level oil and gas pipeline emergency management capability evaluation system is constructed.The subjective weight and objective weight are integrated through game theory,and the membership degree of different indicators under different evaluation levels is calculated by matter-element extension model,and the comprehensive membership degree is solved step by step.In this way,the unsafe and weak items in emergency management can be identified.The results show that the combination of subjective and objective weights can better moderate the differences among indicators,and the weight of emergency response ability and preventive preparedness ability is greater.The evaluation result of pipeline emergency capability in this case is Ⅲ,and the emergency capability should be comprehensively improved from the aspects of high-consequence area identification and control,professional training and drill,pipeline leakage alarm,etc.,in order to reduce the difficulty of handling emergencies.关键词
