明代南阳府的水旱灾害与应对措施
Flood and Drought Disasters and Their Countermeasures in Nanyang Prefecture in the Ming Dynasty
摘要
Abstract
Flood and drought disasters in Nanyang Prefecture during the Ming Dynasty(1368-1644 A.D.)exhibited three distinct characteristics:continuous concentration,pronounced seasonality,and frequent occurrences.These calamities were exac-erbated by the prefecture's unique climatic and geographical conditions,soil erosion due to the influx of displaced migrants clear-ing forests for cultivation,and deficiencies in water management projects and policies.These factors collectively contributed to the frequent incidence of flood and drought disasters in Nanyang Prefecture,adversely affecting crop yields,causing population dis-placement,and disrupting prefectural and county social order within its jurisdiction.To mitigate these disasters,Nanyang Prefec-ture gradually developed strategies across three stages:disaster prevention and preparedness,immediate disaster response,and post-disaster recovery and rehabilitation of production,which objectively obtained certain effects,and could provide historical ref-erence for present-day disaster prevention and relief work in Henan Province.关键词
