Transformation of Research and Development Statistics in U.K.:Measures,Influence and Enlightenment

Abstract
The U.K.has a relatively complete statistical system for R&D,but its statistical methods and data have some limitations.The main confusion comes from the huge difference in the data of enterprise R&D expenditure under the two statistical standards.Therefore,the U.K.has launched a three-year transformation of R&D statistics since 2022,with the improvement of enterprise R&D statistics as the core,trying to solve the problem of insufficient coverage of small businesses,and the optimization of government and university R&D statistics.This transformation has brought about a substantial increase in the scale and intensity of R&D expenditure in the U.K.,which has triggered debates about data independence and objectivity.After reviewing the transformation process of R&D statistics in the U.K.,the following enlightenment can be concluded:firstly,R&D statistics should be continuously optimized to better adapt to the new situation;secondly,a prudent and scientific attitude should be maintained in adjusting R&D statistics;thirdly,the STI strength of the U.K.should not be underestimated.关键词
