Abstract
The report of the 20th National Congress of the Communist Party of China pointed out that the mechanism for regulating total energy consumption and intensity should be further improved,and a dual control system for carbon emissions and intensity should be gradually transitioned.Given that the current dual control mechanism for energy consumption has failed to effectively distinguish between different types of energy usage in the process of limiting fossil energy consumption,it has had a constraining effect on the development of renewable energy.Therefore,achieving a gradual shift from dual control of energy consumption to dual control of carbon emissions is more in line with the actual needs of current social development.The comprehensive implementation of the dual control system for carbon emissions will put forward more stringent requirements for data analysis work.To ensure the smooth implementation of this transformation,both the government and enterprises need to strengthen corresponding basic capacity building.In this regard,the carbon efficiency management indicator system developed by Sinopec EDRI provides important reference and exploration for guiding petrochemical enterprises to deeply implement the dual control management concept of carbon emissions,and has significant practical importance.关键词
