摘要

Abstract

Rail transit projects entail substantial capital and operational costs.Capturing land value around transit corridors to reinvest in rail transit construction and operations aligns with the'who benefits pays'principle,making it a widely adopted financing strategy for urban rail transit in both domestic and international contexts.Particularly,land development adhering to Transit-Oriented Development(TOD)principles has been demonstrated to significantly enhance land value,achieving a multiplier effect in value capture.Against this backdrop,the"Rail+Property"model has emerged as one of the most critical approaches for implementing land value capture in Chinese cities following TOD principles.However,challenges such as fragmented governance,stringent government regulations,and specific government-enterprise relationships hinder the deep implementation of TOD principles and limit the potential for land value capture under the"Rail+Property"model.Chengdu has effectively overcome these obstacles by establishing a comprehensive development leadership group for rail transit,relaxing government regulations,and encouraging public-private partnerships,thereby optimizing land value capture outcomes.This provides valuable insights for other cities.
