畜禽屠宰行业监管事关食品安全和公共卫生安全.本文介绍了一起非法生产、加工、销售病死牛(肉)导致人感染炭疽的刑事案件,通过还原事发地农业综合执法机构对案件的查处过程,指出了当前牛羊屠宰以及动物卫生日常监管与行政执法中存在的问题,继而从加强牛羊等非定点屠宰动物检疫监管、提高农业综合行政执法水平、健全行政执法与刑事司法的双向衔接机制3个方面提出建议,供业内同行参考.

Supervision over livestock and poultry slaughtering industry is related to food safety and public health.Here,a criminal case of anthrax infection in human beings caused by illegal production,processing and sale of sick and dead cattle(meat)was introduced,current problems were found in daily supervision and law enforcement of animal health over cattle and sheep slaughter through restoring the process of investigation and punishment of the case by local comprehensive agricultural law enforcement institutions,followed by such recommendations as strengthening quarantine supervision of non-designated slaughter of cattle,sheep and other animals,improving the level of agricultural comprehensive administrative law enforcement,and perfect two-way linkage mechanism between administrative law enforcement and criminal justice,aiming to provide a reference for the industry.
