财政压力影响下耕地保护差异性补偿研究
Research on Differential Compensation of Cultivated Land Protection Under Financial Pressure—Taking Guangdong Province as an Example

Abstract
Compensation of cultivated land protection according to local conditions is an important research direction of incentive mechanism of cultivated land protection.Taking Guangdong Province as the research object,the substitute method and equivalent factor method were used to estimate the theoretical value of the external value of cultivated land in each region of Guangdong Province.Then combined with the Provincial financial bearing capacity,regional development difference and cultivated land quality and other factors,the comprehensive adjustment coeffi-cient of compensation standard was estimated,and the Provincial differential compensation standard of cultivated land protection in Guangdong Province was discussed under the current government financial capacity.The results showed that:There were significant regional differences in the externality value of cultivated land in Guangdong,with the highest value in the Pearl River Delta and the lowest value in northern Guang-dong.Food security value is the main component of the external value of cultivated land in Guangdong.At present,the economic compensation standard of cultivated land protection is restricted by the financial bearing capacity,and Guangdong Province can only bear 0.72%-3.68%of the theoretical compensation standard of the measurement of the external value of cultivated land.It is estimated that the provincial compensa-tion standard in the Pearl River Delta region is the lowest,and that in the east and northwest of Guangdong is about twice that in the Pearl Riv-er Delta region.The provincial compensation for cultivated land protection in Guangdong Province is inclined to the east and northwest of Guangdong Province.关键词
