Abstract
Urban digital governance is the process of embedding digital technology,reshaping the urban governance system,and strengthening urban governance capabilities.As an important proposition that combines theory with policy practice,studying urban digital governance issues should not only refer to the theoretical logic inherent in it,but also reflect the reality of national conditions and policy orientation.This article constructs a logical framework of Goal—Action—Security for urban digital governance,analyzing the risks of digital technology bias in the field of public services,digital technology dependence in the field of organizational implementation,and digital technology abuse in the field of behavioral norms in urban digital governance,and proposes optimization strategies to coordinate"total amount"and"structure","tools"and"human","rule of law"and"ethics",and improve the service level,collaborative level,and normative level of urban digital governance.关键词
