With the development of the digital economy,the boundary between digital space and physical space is becoming increasingly blurred,and the digital transformation of the business environment has become an important driving force for promoting economic and social development.In recent years,China has made significant progress in building its business environment,but there is still room for improvement in the global ranking of business environments.Especially in the digital age,optimizing the digital business environment has profound significance for promoting fair market competition,reducing transaction costs,and promoting the deep integration of the digital economy and the real economy.However,the quantitative analysis of the level of digital business environment construction in China is still in its early stages,and the problem of uneven development between regions is more prominent. Therefore,based on a calculation and analysis of the digital business environment index in some provinces from 2012 to 2022,this article aims to construct a system of provincial-level digital business environment index evaluation and deeply explore the dynamic evolution law,regional development differences,spatial autocorrelation characteristics and temporal evolution pattern of these provinces,providing scientific basis for optimizing their regional digital business environment.The research significance lies in providing data support for government decision-making,promoting the continuous optimization of the digital business environment,and facilitating coordinated regional economic development. This article synthesizes existing research results and constructs an evaluation index system from three levels:digitalization level of infrastructure environment,digitalization level of financial environment,and digitalization level of market environment,including a total of 10 basic measurement indicators.The original data is sourced from multiple yearbooks such as the China Statistical Yearbook and official channels such as the website of the National Bureau of Statistics.The sample consists of annual panel economic data from 30 provinces,autonomous regions,and municipalities directly under the central government in China,covering the period from 2012 to 2022,which ensures dimensional consistency through normalization treatment and uses principal component analysis for dimensionality reduction synthesis.Using methods such as Markov transition probability matrix,Theil index,Moran index,and kernel density estimation,this study examines the spatiotemporal evolution of China's digital business environment construction level from different perspectives of overall and regional characteristics. With the help of the above methods,research has been conducted and the following main conclusions have been drawn.(1) There is a significant spatial imbalance in the development of the digital business environment index among various provinces in China,with the eastern region prominently leading the central,western,and northeastern regions.The digital business environment index in economically leading regions such as Beijing,Shanghai,and Guangdong is far ahead.(2) The development of the Digital Business Environment Index shows a certain degree of stability.When a province is at the level of medium to low quality or medium to high quality development,the probability of jumping up one level is higher than the probability of falling down one level.(3) There are differences in the development of digital business environment index among different regions,and among provinces with similar economic conditions or geographically adjacent locations,the development of their digital business environment index shows obvious positive spatial autocorrelation characteristics.(4) According to the estimation results of kernel density,the imbalance in the development of digital business environment index in the eastern and central regions of China tends to be amplified. To further optimize China's digital business environment,this article proposes the following policy recommendations.Firstly,promote digital empowerment;deepen the application of digital technology in the construction of business environment;improve the level of digital government services,and reduce institutional transaction costs.Secondly,strengthen infrastructure construction and increase investment in the construction of digital economy infrastructure,especially in the central and western regions,to narrow the gap in digital infrastructure between regions.Thirdly,optimize the policy environment;develop more comprehensive policies and regulations for the digital business environment;safeguard the legitimate rights and interests of market entities,and promote fair competition.Fourthly,focus on talent cultivation and introduction;intensify the cultivation and introduction of talents in the field of digital economy,and enhance the innovation capability and competitiveness of regional digital economy.Fifthly,increase policy tilt;provide more policy support and funding support to areas with weak digital business environment construction,and promote their accelerated development. In summary,this article provides useful exploration and reference for optimizing the digital business environment in China by constructing a system of provincial-level digital business environment index evaluation and systematically analyzing its spatiotemporal evolution characteristics.In the future,it is necessary to further promote digital transformation and systematic reforms to promote coordinated regional economic development.
