寻找中国数字政府建设的成功经验:基于政策工具视角
Searching for successful experiences in building China's digital government:Based on the perspective of policy instruments

Abstract
Existing research lacks in-depth analysis of the role of policy tools in promoting digital government construction,resulting in a lack of knowledge of the actual incentives and constraints faced by the academic community in the construction of digital government,and an inability to accurately grasp the key factors in the construction of digital government.This paper uses the LDA theme model to conduct text mining on 37 policies issued by the central government between 2002 and 2021,and identifies four types of policy themes embedded in the text,and calculates the theme intensity.It empirically analyzes the specific impacts of different policy tools on the level of China's digital government construction.The study finds that safety and security and service innovation are the main policy tools affecting the level of China's digital government construction,especially service innovation.This paper confirms the important role of China in promoting the construction of digital government through the formulation of national policies and plans,and deepens the understanding of China's digital government construction experience through the analysis of China's successful experience,so as to provide useful references and basis for developing countries to build digital government.关键词
