Abstract
In the implementation of PPP project,special attention is paid to the fairness and rationality of risk allocation among the main participants,while the previous allocation model often focuses on one of the parties only,and there is no accurate risk sharing standard,resulting in unsatisfactory results for all parties to bear risks.Based on the PPP project in the North Bank Irrigation Area of Xiaolangdi,this paper puts forward that the risks should be borne by both the government and the private parties,and the risk allocation among the participants through the identification of risk factors,and proposes corresponding risk prevention and risk control measures,which provides a reference for the risk allocation and risk control of water conservancy projects under the PPP model.关键词
