A Study on the Legal Issues of the Right to Use the Sea Area in Three Dimensional Stratification
摘要
Abstract
Along with the development,utilization,protection,and restoration of marine re-sources,there are specific issues such as unclear boundaries of usage rights and disputes be-tween sea area users and fishing rights holders.The paper starts from the realization of the right to use sea areas,proposing a shift in the spatial division of sea areas from two-dimen-sional to three-dimensional.The research results provide a reliable institutional guarantee for the establishment of a layered and three-dimensional mechanism for the use of sea areas,improving the development efficiency and ecological benefits of sea resources and assets,and providing comprehensive development of the marine economy.关键词
