我国普惠金融政策"目标-工具"协同研究
Research on China's"Goal-Tool"Synergy of Inclusive Financial Policies:A Quantitative Analysis Based on the Policy Texts from 2016 to 2022

Abstract
Based on the theory of policy synergy and using the text quantitative analysis method,this paper constructs a two-dimensional analysis framework of policy goal-policy tool,and carries out content mining,coding and quantitative research on the policy texts of inclusive finance at the central government level from 2016 to 2022.The research finds that at the present stage,China's policy goals anchor equality of opportunity and enhancing business sustainability,but the combination of policy goals is insufficiently balanced and forward-looking;supply-based,demand-based,and environmental policy tools are all utilized,but there is a clear preference for supply-based policies,and demand-based tools are relatively scarce;the synergy between goals and tools is weak,with most policy tools serving a small number of policy goals and less attention paid to financial risk prevention and control goals and policy tools.Therefore,optimizing the combination of policy goals,enhancing the balance and foresight of policy goals,optimizing the structure of policy tools,and improving the synergy between tools and goals are the directions for future optimization.关键词
