Can Pilot Policies for Low-Carbon Cities Improve Enterprises'Green Technology Innovation?An Empirical Test Based on the Weak Porter Hypothesis

Abstract
The pilot policy for the low-carbon city is an important policy experiment and policy innovation in China to achieve the goal of"carbon peaking by 2030 and carbon neutrality by 2060".Based on the theory of"weak Porter hypothesis",this article constructs a time-varying DID model using the data of A-share listed companies from 2003 to 2020,and empirically analyses the effects of the pilot policies for low-carbon cities on enterprises'green technology innovation.The study shows that the pilot policies for low-carbon cities significantly promote enterprises'green technology innovation,and the weak Porter hypothesis holds in this policy practice.The DDD model is further constructed to explore the heterogeneity of the effects of the pilot policies for low-carbon cities.It is found that the promotion effect of the pilot policies for low-carbon cities on enterprises'green technology innovation is more significant in non-resource-based cities,high-carbon industries and state-owned enterprises.In this regard,policy planning should be further strengthened,policy measures should be optimized and policy directions should be adjusted to comprehensively promote enterprises'green technology innovation.关键词
