Exploring the Pathways of Local Governments to Guide Enterprises to Form Innovation Consortia
摘要
Abstract
[Research purpose]The innovation consortium is an effective measure to promote and implement innovation-driven development.How to guide enterprises to take the lead in forming innovation consortia has become an urgent problem for local governments.Although some localities are exploring and promoting the construction of innovation consortia,there isn't a mechanism for reference,especially at the level of local municipalities,which is still in the initial exploration stage.Based on this,it is important to compare and analyze the practice of forming innovation consortia in advanced regions of Jiangsu,Zhejiang,Shanghai and Guangdong,and then explore the feasible path of local governments to guide enterprises to form innovation consortia.[Research method]The policy documents related to the construction of innovation consortia issued by advanced regions such as Jiangsu,Zhejiang,Shanghai,and Guangdong,are systematically compared and analyzed by using the"5W1H"analysis method,and combined with the field research,the practical characteristics of guiding enterprises to form innovation consortia in these advanced regions are summarized.On this basis,through field research,questionnaires and other means,we have sorted out several problems that need to be emphasized and solved by local governments in guiding enterprises to form innovation consortia.[Research conclusion]Finally,it is proposed that local governments should prepare scientific planning,cultivate strong leading enterprises,gather high-end resources,and optimize innovation environment to guide enterprises to form innovation consortia.关键词
