基于DEA和Tobit模型的财政环保支出效率研究
Research on the Efficiency of Fiscal Environmental Protection Expenditure Based on DEA and Tobit Model

Abstract
Data Envelopment Analysis(DEA)is applied to 31 regions in China,and seven indicators are select-ed for efficiency measurement.The measurement results found that:(1)DEA-BCC model:horizontally only five re-gions have an efficiency value of 1.000,indicating that the resources are effectively utilized,and the rest of the re-gions have a certain waste of resources;vertically,the efficiency value has been declining year by year in recent years;regionally the highest measurement results are in the western region,followed by the northeastern region,the central region,and the eastern region in descending order.(2)DEA-Malmquist Index:from the perspective of each year,total factor productivity is in a fluctuating upward trend;from the perspective of each region,total factor pro-ductivity is lower than 1.000,indicating that there is a certain decline in efficiency.The low total factor productivity is mainly affected by the efficiency of technological progress,and there is some regional variability.Further analyz-ing the influence factors of financial environmental protection expenditure,Tobit model shows that the level of eco-nomic development,industrialization level and demographic factors have a negative impact on environmental gover-nance,and the impact of industrialization level is not significant;fiscal decentralization and urbanization level have a positive impact on environmental governance,but the impact of urbanization level is not significant.关键词
