Bao Yingzhong's Practice of Coastal Areas and Territorial Seas Governance
摘要
Abstract
China was severely exploited by neighboring fishery powers such as Japan during the late Qing and the Republic of China periods.In response,forward-thinking individuals actively sought ways to strengthen coastal areas and territorial seas governance.Among them,Bao Yingzhong,head of the Aquatic Product Section at the Construction Depart-ment of Guangdong Province in the Republic of China,based on the historical background,utilized his knowledge,com-bined with the actual situation of Guangdong's fisheries,and drew on the experience of developed countries to take a large number of measures,such as introducing trawl fishing,promoting the abolition of the fishing industry system,and actively building fishermen's schools.Bao Yingzhong dedicated himself to revitalizing the fishery industry in Guangdong Province and consolidating sovereignty over the South China Sea from the aspects of developing fishery productivity,trans-forming fishery production relations,and encouraging fishery education.关键词
