影子教育管控是否加剧了城乡教育不平等?OACSTPCD

Does shadow education control aggravate the inequality between urban and rural education?

为考察双减政策对城乡教育不平等的影响,在理论分析作用机制的基础上,利用山东、河北、浙江、江苏、北京、上海、黑龙江、山西8个省市1 039个中小学生的两期调查数据,采用三重差分法进行实证分析.研究表明:双减政策能有效降低城乡学生影子教育参与,但会扩大城乡教育不平等.因为双减政策实施后,城镇学生参与影子教育的方式由市场补习机构转入私教或校内辅导,而农村学生因缺少教育资源而无法参与影子教育,导致农村学生影子教育参与率下降程度大于城市,尤其是在双休日的学科辅导上.因此,双减政策的有效落实还需充分考虑城乡教育差距实际.

To systematically study the impact of the double reduction policy(DRP)on education inequality between urban and rural,we analyzed the mechanism and used the data of 1 039 primary and secondary school students in eight provinces,including Shandong,Hebei,Zhejiang,Jiangsu,Beijing,Shanghai,Heilongjiang,and Shanxi,using the triple difference method.The results show that DRP can effectively restrain the shadow education participation,but it will expand the inequality of urban and rural education.Because urban students can seek for private tutoring or school counseling to avoid regulation,while rural students could not,due to the lack of educational resources.This results in a greater decline in rural students'shadow education involvement than in urban,especially subject class tutoring on weekends.Therefore,it is necessary to fully consider the gap in education resource between urban and rural areas.
