省级电网抽水蓄能电站需求规模规划研究OACSTPCD
Planning Scale of Pumped-storage Power Station Demand in a Provincial Power Grid
合理规划建设抽水蓄能电站,可为新能源大规模接入电力系统安全稳定运行提供支撑,有利于新能源大规模、高比例、高质量发展,对构建新型电力系统、促进能源绿色低碳转型意义重大.各省电网抽水蓄能电站规划合理规模是科学有序建设抽水蓄能电站的控制性指标,在规划、前期设计、项目核准等阶段,均需依据该指标.研究制定合理需求规模是有序推动抽水蓄能发展的关键工作.为此,在大量规划实践工作基础上,总结提出了省级电网抽水蓄能合理规模论证的方法,并以规划水平年 2030 年某省电网为研究对象,结合负荷预测成果及电源、电网发展规划,拟定不同的电源规划方案,建立了电力系统运行模型,以满足电力系统需求、建设运行总费用现值最低为目标,研究提出该省份 2030 年电网的抽水蓄能电站合理装机规模约为 20 230~21 430 MW.
Reasonable planning and construction of pumped-storage power stations can provide support for the safe and stable operation of large-scale access of new energy to the power system,which is conducive to the large-scale,high-proportion and high-quality development of new energy,and is of great significance to the construction of a new power system and the promotion of green and low-carbon energy transformation.The reasonable planning scale of pumped-storage power stations in each provincial power grid is a controlling index for scientific and orderly construction of pumped-storage power stations,which are the basis of project planning,preliminary design and approval.The research and determination of reasonable demand scale is the key to promote the orderly development of pumped-storage.Therefore,on the basis of a large number of planning practices,this paper summarizes and proposes a method for demonstrating the reasonable scale of pumped-storage for provincial power grids.Taking the power grid of a province in 2030 as the research object,different power supply planning schemes are formulated to establish the power system operation model combining load prediction results,power supply and power grid development planning.Taking meeting the demand of power system and achieving the lowest present value of the total cost of construction and operation as targets,it is proposed that the reasonable installed capacity of pumped-storage power station in 2030 in this province is about 20 230-21 430 MW.
