Abstract
As data elements was designated as the fifth major factor of production,the Chinese government has issued a series of policy documents to promote the reform of market-oriented allocation of data elements,aiming to accelerate the cultivation of new productive forces through leveraging data elements and strengthen,optimize,and expand the digital economy.Local governments have actively responded,issuing action plans,implementation opinions,and other documents to promote the construction of the data elements market and industrial development.Based on the research on the data elements industry,this article conducts re-view and analysis of supportive measures issued by local governments for the data elements industry.It establishes a framework of policy tools for the data elements industry,encompassing three main categories of market entities,industrial chains,and factor guarantees,which are further divided into twelve specific measures.And it proposes specific suggestions for the design,formula-tion,and implementation of industrial support policies for local governments.关键词
