黑龙江省医疗卫生资源配置现状及其公平性分析

Abstract
Objective To know about the fairness and influencing factors of health resource allocation in Heilongjiang Province and to provide reference for optimizing the allocation of health resources,implementing the 14th Five-Year Plan of Heilongjiang Province and achieving the long-term goals of 2035.Methods The current situation of health resource allocation was analyzed.The Gini coefficient and Theil index were calculated to evalu-ate the fairness of health resource allocation.Results Harbin has the maximum allocation of health resources in the province.The Gini coefficient according to population allocation was in the range of 0.06 and 0.14,the total Theil index was in the range of 0.003 and 0.013,and the contribution rate of inter-regional difference was between 60.76％and 97.21％.The Gini coefficient according to geographical area configuration was in the range of 0.38 and 0.47,the total Theil index was in the range of 0.189 and 0.250,and the contribution rate of inter-regional difference was between 71.96％and 77.33％.Conclusions Health resource allocation in Heilongjiang Province is fair on the whole but unbalanced geographically with high-quality health resources mainly in the modem metro-politan area.关键词
