国家节水中长期规划编制思路浅析
Analysis of the preparation of China's medium and long-term plan for water conservation

Abstract
Over the past two decades,China has issued and implemented a number of water conservation plans to guide and promote water conservation work,achieving remarkable results.Preparing a medium-and long-term plan for water conservation in a scientific manner,and systematically planning the strategic direction,overall layout,and key tasks for the coming period,will contribute to comprehensively improve the level of water conservation and intensive use of water resources in China,and accelerate the construction of a high-quality water-saving society.This paper summarizes the practice of water conservation planning in China,assesses the achievement of planning objectives,analyzes the current water use and conservation levels,proposes the overall idea for the preparation of the medium-and long-term water conservation plan,outlines key tasks,including mapping out the current situation and needs of water conservation,formulating a system of targets and indicators for water conservation,planning major strategic layouts for water conservation,proposing key actions and initiatives for water conservation,sorting out key engineering projects and implementation plans,and perfecting the institutional mechanism and institutional and policy safeguards.Targeted suggestions to promote the planning process are provided.关键词
