Discussions on innovation of water budget management framework
摘要
Abstract
The water budget management system is an important part of the rigid constraint system for water resources,which is regarded as an innovative exploration of the water resources management system.Currently,there is no common understanding and recognition of it.In accordance with the relevant requirements of the Ministry of Water Resources to pilot implementation and considering the actual situation of Ningxia Hui Autonomous Region,this paper discusses and defines the connotation,objects,and work processes of water budget management based on an analysis of its implementation background.With a focus on water allocation,water use planning,and water rights trading,the study examines the relationship between the water budget management system and the current system.Key breakthroughs in water budget management are explored,and measures and suggestions to perfect the policy system,strengthen basic support,and enhance institutional management are proposed.关键词
