High-level Opening-up in Vocational Education:Conception,Key Points and Paths
完善高水平对外开放体制机制是党的二十届三中全会的重要要求,稳步推进中国—东盟职业教育高水平对外开放是深化中国—东盟命运共同体和"一带一路"倡议走深走实的重要方式.理论上讲,中国—东盟职业教育高水平开放合作是建设职业教育强国的必然选择,也是提升中国职业教育国际影响力的重要手段.实践中要以完善一体化政策体系为逻辑前提、创建高质量对外开放平台为立足基础、构建多元协同的育人共同体为核心任务,构建一体化中国—东盟职业教育对外开放体系.据此,中国—东盟职业教育实现进一步高水平对外开放需要立足系统思维,构建制度型中国—东盟职业教育合作政策体系;优化国际化平台建设,稳步拓宽中国—东盟职业教育合作新场域;注重生态塑造,打造开放协同的中国—东盟职业教育合作生态圈.
Improving the high-level opening-up system and mechanism is an important requirement of the Third Plenary Session of the 20th CPC Central Committee,and steadily promoting the high-level opening-up of China-ASEAN vocational education is an important way to deepen the China-ASEAN community of common destiny and the"Belt and Road"initiative.In theory,the high-level opening-up between China and ASEAN vocational education is an important way to help the overall situation of national diplomacy,an inevitable choice to build a powerful vocational education country,and an important means to enhance the international influence of China's vocational education.In practice,it is necessary to take improving the integration policy system as the logical premise,creating a high-quality opening-up platform to the outside world as the foundation,building a diverse and collaborative education community as the core task,and building an integrated China-ASEAN vocational education opening-up system to the outside world.Therefore,the realization of China-ASEAN vocational education to further open to the outside world at a high-level needs to base on the system thinking and build an institutional policy system of China-ASEAN vocational education cooperation;optimize the construction of international platform,and steadily expand the new field of China-ASEAN vocational education cooperation;pay attention to ecological shaping,and build an open and collaborative ecological circle of China-ASEAN vocational education cooperation.
