摘要

Abstract

Based on the science and technology innovation governance system,this paper constructs a two-party evolutionary game model of chip enterprises'science and technology innovation and government intervention,according to which the initial value,cost,and intensity of the two parties of the game are simulated numerically to explore the dynamic process and evolutionary effect of the two parties'participation in the game.The results show that:(1)chip enterprises choose the"participation"strategy and the govern-ment chooses the"intervention"strategy as the ideal evolutionary stabilization strategy.(2)The government's financial incentives and supervision and management measures can encourage chip enterprises to participate more actively in the process of industrial science and technology innovation development.(3)The cost of the government's financial incentives should be reasonably controlled,otherwise it will hinder the participation of both sides of the game in the development of scientific and technological innovation in the chip industry.The study's results can provide a reference for promoting the development of scientific and technological innovation in the chip industry.
