2024年6月3日,国家发展改革委发布《天然气利用管理办法》,时隔12年对中国天然气行业政策进行了优化调整.结合客观实际和发展需要,《天然气利用管理办法》重点在民生保障、气电培育、车用及储气设施优化、天然气制氢优化、液化天然气冷能利用等多方面升级完善了利用政策,是指导中国天然气行业高质量发展的纲领性文件.未来,产业链各相关主体应紧紧围绕《天然气利用管理办法》鼓励发展方向统筹研究,各司其职,相互配合,形成合力.结合国情,可适度提升气电在各地电网调度中的优先顺序,给予气电行业稳定可期的生存空间;同时可参照欧美模式研究出台相关气电市场化平衡服务机制,让市场在资源配置中发挥决定性作用.

On May 29,2024,the National Development and Reform Commission(NDRC)issued the Measures to Regulate the Utilization of Natural Gas,optimizing and adjusting China's natural gas industry policies after a 12-year gap.Combined with the objective reality and development needs of the country,it emphasizes on upgrading and improving utilization policies in such various aspects as livelihood protection,natural gas power generation cultivation,optimization of vehicles and storage facilities,optimization of hydrogen production from natural gas,and utilization of LNG cold energy and is a programmatic document guiding the high-quality development of China's natural gas industry.In the future,all relevant subjects in the industry chain should focus closely on the development direction encouraged by the Measures in a coordinated manner,carry out its own responsibilities,cooperate with each other,and form synergies.Combined with the national conditions,the priority of natural gas power generation in the local grid scheduling can be moderately enhanced,giving the natural gas power generation industry a stable and predictable living space,at the same time,reference can be made to European and American models to study and introduce the relevant market-oriented balancing service mechanism for natural gas power generation,so that the market can play a decisive role in the allocation of resources.
