摘要

Abstract

The development of water conservancy new quality productivity is to promote China's water conservancy cause and even the entire economic and social development of high-quality inherent requirements and important focus.The evalu-ation of new quality productivity in water conservancy and the diagnosis of obstacles to its development are key issues that urgently need to be addressed.The evaluation index system of water conservancy new quality productivity is constructed from the four dimensions of high technology,high efficiency,high quality and green.A comprehensive evaluation of the de-velopment level of water conservancy new quality productivity in 31 provinces of China in 2021 was conducted using the Re-al-Coded Accelerated Genetic Algorithm-based Projection Pursuit Model(RAGA-PP model).The main obstacle factors af-fecting its development were identified by combining the obstacle degree model.The results are as follows.The develop-ment levels of new water conservancy productivity in southeastern coastal provinces such as Guangdong,Jiangsu,and Zhe-jiang are relatively high.The northwestern provinces such as Xizang and Qinghai are relatively low.The guideline tier bar-riers are ranked as high tech>greenness>high quality>high performance.The patent of water conservancy industry enter-prise is the key obstacle factor restricting the development of water conservancy new quality productivity.
