论生态环境党内法规体系的发展路径
On Development Path of the Ecological Environment Intra-party Regulation System
摘要
Abstract
China has initially formed the ecological environment intra-party regulation system.To understand this normative system,we should grasp its structure as a whole instead of focusing on the content only.The ecological environment intra-party regulation system is formed by the system of regulations,implementation,and guarantee system.Among them,the system of regulations is mainly composed of the ecological environment intra-party regulations and party normative documents,the implementation system encompasses the compliance behavior and implementation behavior of party organizations and party members at all levels,and the guarantee system mainly consists of the system of filing and reviewing,normative interpretation,and post-implementation assessment.Because of the varying degrees of development,the system needs to be broken down into various sub-systems.The development of the institutional system needs to be centred on the transformation of normative effectiveness,"party and government sharing the responsibility"and normative hierarchy;the implementation system needs to improve and balance the contents of system compliance and system implementation respectively with the goal of supervision and accountability;the guarantee system needs to explore an optimization path for the ecological environment field on the basis of general regulations.关键词
